Aleatica strives to contribute to the improvement of road safety by positioning it as a top priority for all institutions and political, social, and economic leaders in the countries where it operates.
Road Safety Strategy
Aleatica Mexico is committed to improving road safety, aiming for a 50% reduction in road traffic fatalities and injuries by 2030, in alignment with the UN’s Second Decade of Action for Road Safety. Despite challenges due to external factors, the company is dedicated to reducing road accidents. To achieve this, Aleatica relies on a Safety-First Plan and a Strategic Road Safety Plan, which guide their actions.
We have created management systems that allow us to monitor road accident rates, as well as the investment's progress and its results in terms of improving accident rates.
We created the Accident Reduction Program (ARP), an executive tool for carrying out all of the Road Safety actions planned for the company at the Business Unit or at the Corporate level. This ARP, created using a safe system approach, allocates a significant budget to the four safe system factors (Infrastructure, Customers, Vehicles, and Road Assistance). It includes the accident rate improvement objectives and specifies the expected results, allowing us to track compliance with the plan not just in terms of investment but also in terms of outcomes.
Road Safety Indicators
It is important to analyse the casuistry of each Business Unit, as each one has its own types and predominant causes of accidents. The Business Units with the highest accident rate in Aleatica Mexico during 2024 were AP and CEM, which account for 98% of accidents and fatalities.
“-28.6% of serious traffic accidents and -20.0% of fatal accidents between 2023 and 2024”.
The investments of the Accident Reduction Program (ARP) for the period 2020-2024 amounted to more than 1,815 million pesos.
Future Road Safety Strategy
After completing the first phase of initial investment plans aimed at reducing accident levels on Aleatica’s roads, the company now targets a 30% reduction in road accident rates on its concessioned roads over the next five years. The focus will be on reducing head-on collisions on 1+1 highways and accidents involving vulnerable customers, such as motorcyclists and pedestrians, who have seen the highest increase in accident rates.
Intermediate goals include significantly increasing seat belt and helmet use, as data shows that a large proportion of fatalities involved individuals not using these safety measures. All Road Safety actions are guided by a Safe System approach, prioritizing accidents that result in the most fatalities and serious injuries.

The strategy includes improving road infrastructure to create “forgiving roads“, conducting Road Safety audits to identify risks, and implementing action plans for safer speeds and conditions. Human factor initiatives involve awareness programs for safe driving practices, while vehicle factor efforts focus on monitoring vehicle conditions. The company also aims to enhance accident response with better road assistance and medical care.
Each Aleatica Business Unit has a dedicated Road Safety team and an Accident Reduction Program (ARP) that outlines expected outcomes and necessary investments over five years. Comprehensive Road Safety audits planned for 2024 will guide the next ARP budget for 2025-2028.
