In 2024 we adopted Aleatica’s new Procurement and Contracting Norm.
A fundamental aspect of fulfilling our extended responsibility to the environment and all our stakeholders is the comprehensive management of our value chain.
As an operator of transport infrastructure assets, many of our management activities are supported by contractors or executed with the assistance of third parties. In this regard, we have strengthened our internal framework for supply chain management under the highest standards. This framework includes:
Procurement and Contracting Norm
Code of Ethics and Conduct
Supplier Code of Conduct
Anti‑Corruption Policy
This new norm sets out selection criteria, purchase categories and types, and marks a milestone in supply chain management, as it is better aligned to operational needs and contributes to risk mitigation.
During 2024 we worked with 2,345 suppliers, 96.63 % of whom were local.
Principles of our procurement and contracting process

Our goal is to maintain a supplier register that meets robust criteria aligned with our values and standards.
We therefore apply a threshold based on five key dimensions that enable comprehensive evaluation and ensure responsible, sustainable practices:
Technical capability
Safety capability
Sustainability maturity
Financial capacity
Legal and administrative aspects
As a cornerstone of supply chain management, our Sustainability team conducts in-depth assessments to identify potential impacts or risks.
Supplier evaluation process
Identify purchase category

Share the questionnaire with the supplier
according to Annex 8 of the Procurement Standard
Review and sign
the sustainability questionnaire, confirming the associated risk level
Send the questionnaire to the supplier
and later receive the requested responses and evidence
Review responses and shared evidence
to determine supplier risk and sign the sustainability questionnaire
Receive the questionnaire and share it
with the Environmental Control or Sustainability Manager of the Business Unit
File the certificate
in the supplier’s record
Following the update to the Procurement and Contracting Standard
we also revised the questionnaires used in supplier assessments. We now have seven, each with greater detail on service type and ESG topics relevant to the Company:
Pavements
suppliers of hot and cold materials.
Structures
expansion joints, neoprene bearings, and civil structures.
Steel safety devices
guardrails, transitions, impact attenuators, terminals, and end sections.
Studies
repetitive studies, structural inspections, and other supervision tasks.
Signage
vertical, horizontal, and rumble strip signage.
Desilting
drainage desilting services.
Others
suppliers not covered above but material to ESG matters.
Each questionnaire yields an ESG risk level (High, medium or low) for every supplier or contractor. This in turn informs the delegation of authority thresholds for contract approval and signature.
In 2024 we assessed 59 new suppliers using the new methodology.
